Jamaican IT minister Philip Paulwell has reportedly completed talks with Digicel and LIME, with the two companies agreeing to the implementation of three measures: the introduction of number portability (NP), the establishment of a single telecoms regulator and the extension of the universal service agreement to include broadband.
