The Saudi telco Mobily is already in negotiations to sell excess cellular network capacity to potential mobile virtual network operators (MVNOs), Reuters quotes CEO Khalid al-Kaf as saying. The country’s telecoms regulator is expected to award three MVNO concessions later this year.
