Regulations on unbundling T-HT’s fibre local loop upheld

The High Administrative Court in Croatia has upheld national communications watchdog HAKOM’s regulatory framework which dictates the terms, prices and conditions under which incumbent T-Hrvatski Telekom (T-HT) must offer wholesale direct fibre network access services to its rivals. A judge decided that HAKOM’s previous decisions complied with the country’s Electronic Communications Act, itself based on Europe-wide regulatory standards, despite T-HT’s argument that it required some level of initial regulatory exemption in order to commit to a full-blown national rollout of FTTx broadband network infrastructure.
